Parivahan Sewa is the online platform of the Ministry of Road Transport and Highways (MoRTH) for transport services such as vehicle registration and driving licence work, and it is what most people mean when they type parivahan gov in into a browser. We are an independent handbook, not the government's Parivahan portal; every check, payment and application happens only on the official portal or the official app, which we link on every page.
This hub explains which part of the system handles which job, how the state dropdown works, and when you still have to go to the RTO. Rules and process steps in our guides are as of October 2026, and the status bar above this guide records each change we have confirmed since.
What the Parivahan Sewa portal is
The Parivahan Sewa portal is the public front door to two national applications. Vahan handles vehicle registration and everything tied to a registration certificate (RC). Sarathi handles driving licences. The National Informatics Centre (NIC) was given the job of standardising and rolling out both, and according to the Puducherry transport department, MoRTH rolled out the web-based versions, Sarathi and Vahan 4.0, across over 1100 Road Transport Offices, with versions tailored to 36 States and UTs.
Counts differ between government sources. India.gov.in says Vahan and Sarathi have automated 1300+ RTOs, and a Government of India design case study says over 1,300. No dated official count was found, and we could not confirm that every state uses Vahan citizen services.
Each state's data is pooled first at state level and then nationally, in what officials call the State Register and National Register. The National Transport Repository is the central database behind Vahan, Sarathi, eChallan, eDAR and FASTag records. MoRTH's Annual Report 2024-25 says that, as of 31 December 2024, the national registry held about 38.7 crore vehicle registration records and about 21.1 crore driving licence records.
Parivahan gov in, parivahan.gov.in login and the addresses people type
People reach the portal by typing many versions of the name: parivahan gov in, parivahan gov.in, www parivahan gov in, parivahan sewa portal, parivahan seva, e parivahan or simply parivahan website. They all point to one official home page: parivahan.gov.in/parivahan/. The service sites underneath it share the same parent domain:

A site that does not end in parivahan.gov.in (or another .gov.in or .nic.in government address) is not the government. That includes this site.
About parivahan gov in login
Third-party guides report a Citizen Login page with a Create Account option and sign-in by mobile number and OTP, and a Vahan sign-in where your mobile number acts as the user name, backed by a password and captcha. State transport sites describe many services that start without an account: you enter the vehicle number, part of the chassis number and a one-time code sent to the mobile on record. Screen names can shift after updates, so go by what the page shows you.
Main service groups on the portal
State and third-party sources report that the home page groups services under Online Services. At the time of writing the two big groups are labelled Vehicle Related Services and Driving License Related Services. A Jammu district page lists four Parivahan services: Driving License Related Services, Vehicle Related Services, Know Your License Details and Know Your Vehicle Details.
Housing.com, a private property and news site, listed further items under the same menu in a guide last updated in December 2024:

The official Vehicle Related Services page covers road tax payment, change of address, ownership transfer, adding and cancelling hypothecation (a loan entry on the RC), registration renewal, duplicate RC and NOC (no objection certificate). Menu names can change after portal updates.

How state selection works
Vahan is one national system, but it is customised for each state, and road tax and service charges differ by state. That is why the portal asks for your state.
- On the Parivahan home page, open Online Services and click Vehicle Related Services.
- Pick your state from the dropdown. Choose the registering state, not the state you live in now.
- You reach the Vahan citizen services page, where you enter the registration number and, where asked, the RTO.
- For many services, the Odisha transport department describes the next screen as asking for a one-time code texted to the owner's mobile, along with the vehicle number and the last 5 digits of the chassis.
These labels come from state sites and third-party guides. We could not confirm that all states route vehicle jobs through Vahan citizen services; Telangana and Andhra Pradesh are two we could not verify. If your state's screen looks different, follow it. Licence and challan services: Sarathi and e-challan
This site deals with the vehicle side. Driving licence jobs, such as a learner licence, a new licence, renewal or a duplicate, run on Sarathi. It opens via the Parivahan home page, using the option labelled Driving License Related Services at the time of writing.
Traffic challans are handled by the national eChallan portal. Before paying any challan, check that the page address ends in parivahan.gov.in. A link that arrives by SMS or WhatsApp and opens on any other address should not be trusted with card or bank details.
No independent site, this one included, can show your challan or licence record. Only the official systems hold that data, so treat any other site that claims to show it with caution.
RTO: what it is and which jobs still need a visit
An RTO is a Regional or Road Transport Office, the registering authority for vehicles and the licensing authority for drivers in its area.
Much RTO work has moved online. MoRTH's Annual Report 2024-25 says more than 200 citizen and trade services have moved to faceless or contactless delivery using Aadhaar authentication, eKYC and e-Sign, and that more than 90 transport services are completely contactless, with implementation varying by state. Earlier, notification S.O. 4353(E) of 16 September 2022 made 58 citizen services available fully online with Aadhaar authentication on a voluntary basis.

Rules differ by state, so check your state's Vahan screen before travelling.
The mParivahan app and digital documents
NextGen mParivahan, published by NIC, is the official app that sits on top of the same systems. MoRTH's annual report says it offers 75+ online services and utilities and had over 11.55 crore downloads as of 31 December 2024. It can hold a virtual RC and DL with an encrypted QR code that enforcement officers can verify.
DigiLocker, run by MeitY, can also hold your RC and licence. A MoRTH advisory of August 2018 asked states to accept documents shown through DigiLocker or mParivahan, and CMVR Rule 139 now allows documents to be produced in physical or electronic form. Using the Parivahan Sewa portal safely
- Type the address yourself or use a link from a .gov.in or .nic.in page. Search ads can lead to lookalike sites.
- Never share an OTP with an agent or caller. Vahan services use it to confirm that a request comes from the mobile number on your record.
- Keep every receipt, application number and bank transaction reference until the job is fully closed.
- Keep the mobile number on your vehicle record up to date. MoRTH has asked owners and licence holders to do this through Aadhaar verification, so that challan, fine and renewal notices are not missed (news report, October 2025).
- Independent explainers, including this one, should never ask for your vehicle number, licence number, Aadhaar or bank details.
Questions people ask
Is parivahansewaindia.com the government Parivahan site?
No. It is an independent guide that explains the system and links to it. The government portal is parivahan.gov.in, MoRTH's platform, with Vahan and Sarathi deployed by NIC, and all applications and payments happen there or in the official app.
What is the correct parivahan.gov.in address?
The main home page is parivahan.gov.in/parivahan/. Vehicle services open on vahan.parivahan.gov.in, challans on echallan.parivahan.gov.in and fancy numbers on fancy.parivahan.gov.in. Anything outside the parivahan.gov.in domain is not the government portal.
Do I need an account to use Parivahan Sewa?
Often not. State transport sites describe many vehicle services that work with your registration number, the last 5 digits of the chassis number, and a code texted to the mobile linked to the vehicle. Some third-party guides also describe a Citizen Login using mobile and OTP.
Where do I apply for a driving licence on Parivahan?
Licence services run on Sarathi. Open the Parivahan home page, choose Driving License Related Services and select your state. This site covers vehicle services only.
Which state should I select on the portal?
Pick the state that issued the vehicle's registration, because its RTO holds the record and its tax rules apply. If you have moved, you still start in the old state for jobs such as an NOC, then register in the new state.
Can every RTO job be done online now?
Not every job. MoRTH says more than 90 services are completely contactless, but implementation varies by state. Many services still end with a document check or appointment at the RTO, and fitness tests happen at testing stations.
What is the difference between Vahan and Parivahan?
