UP Parivahan is the everyday name for the transport services of Uttar Pradesh, which run through the state Transport Department website and the national Vahan and Sarathi systems. Parivahan Sewa India is independent and is not run by the UP Transport Department or by MoRTH, the central transport ministry, so to apply, pay or check anything you must use the official UP or Parivahan pages we link.
This page sorts out which Uttar Pradesh jobs go to which portal, what we can confirm about UP road tax, and how PUC works in the state. Rates change, so before relying on any figure here, check the panel heading this page for updates we have confirmed.
The official UP parivahan and transport department website
The Transport Department, Uttar Pradesh has its own website at uptransport.upsdc.gov.in, which the CAG lists as the department's official site. Use it for state-level information from the department.
Most people, though, type something like parivahan gov in up, parivahan.gov.in up, up parivahan gov in or even privahan.gov.in up. Those searches are really about the national Parivahan Sewa portal at parivahan.gov.in/parivahan/, where you pick Uttar Pradesh from the state list. Licence services for UP run on the national Sarathi system, and UP vehicle records sit on the national register used by Vahan. Check the spelling of the address carefully; a missing letter can land you on a site that has nothing to do with the government.
Vahan up: vehicle services for Uttar Pradesh
For a UP-registered vehicle, start from Vahan 4.0 citizen services and select Uttar Pradesh; UP's own PUC certificate sends owners to the Vahan domain to link a mobile number. Vahan is the national vehicle registration system that NIC, the National Informatics Centre, deployed. A news report on UP online services lists RC fee deposit and RC address change among the services available. The usual Vahan list also covers tax payment, transfer of ownership, duplicate RC, hypothecation (loan entry) and NOC.
Searches like vahan citizen service up, up vahan sewa or vahan status up all lead to this same national page. For the step flow and login, see Vahan 4.0. To follow a request after you pay, see Vahan application status. For new vehicles and forms, see vehicle registration.
Licence services in UP run on Sarathi
Driving licence work in Uttar Pradesh uses the national Sarathi portal, reached from the Parivahan home page through Driving License Related Services and the state list. A February 2025 report said a Hindi interface option was added, but form details still have to be filled in English.
The same report lists UP online services such as learner licence changes and duplicates, DL renewal, duplicate PSV badge (the badge for public service vehicle drivers) and conductor licence services. Be wary of agents and lookalike sites that charge extra to fill these forms; use only the official Sarathi pages to apply and pay.
UP road tax: what is confirmed
Each state charges its own road tax. In Uttar Pradesh the governing law is the state Motor Vehicles Taxation Act, changed in 2025 by Act No. 10 of 2025, the UP Motor Vehicles Taxation (Amendment) Act.
| Item | What we can say | How sure |
|---|---|---|
| Rate notification | Rates were revised by a notification dated 21 April 2025 (No. 7/2025/403/XXX-4-2025-8(19)-2009TC) | Reported by a regulatory updates site |
| New non-transport vehicles | One-time tax of 7% to 11%, depending on vehicle type and cost | Secondary summary of the notification |
| Exact slab table | Not printed here | Seen only in news reports, official text not read |
We have not read the notification itself, so treat the 7% to 11% range as reported. Confirm the exact amount for your vehicle on the official Vahan tax screen or with the RTO before you pay; the panel heading this page notes any later revision we confirm. Read road tax and permits for how state road tax works in general.
Border tax and the UP online check post
Online check post tax has a long history in Uttar Pradesh. According to NIC, the online checkpost tax system began in UP in 2012, built jointly by UP Transport and NIC. The system worked out the tax from the vehicle's details, accepted net banking payments and gave a printable receipt for check post staff to verify.
Today the national Vahan Check Post page handles border tax for vehicles entering another state. You choose the visiting state and the service, enter the vehicle number and pay; a tax token receipt follows. Menu labels date from 2024 and may change.
PUC certificates in Uttar Pradesh
PUC (Pollution Under Control) certificates in UP are issued through the national register on Vahan. A UP certificate filed in an Allahabad High Court record shows how it looks: Form 59, system made through the national register of motor vehicles, needing no signature. That sample, for a BS-VI petrol car, showed a fee of Rs 75 (GST extra) and one year of validity. The certificate also pointed owners to vahan.parivahan.gov.in to link a mobile number to the vehicle.
As of October 2026, the central rule gives BS-VI and BS-IV models twelve months of PUC validity and other vehicles six. A draft amendment published in July 2026 proposes different periods; it remains a proposal and has not become law. Details and the online check are on PUC certificate.
e-challan, fancy numbers and mparivahan up
- Challans: the national eChallan portal is at echallan.parivahan.gov.in. No official UP page we found confirms the state uses it, so check the address and the UP Transport website before paying.
- Fancy numbers: the national fancy number module is used by several states, but UP's participation and prices were not confirmed by any official source we found. Unverified price lists for UP circulate online; we do not repeat them. See fancy number for how state e-auctions work.
- mParivahan: NextGen mParivahan by NIC combines Vahan, Sarathi and eChallan features with state-specific changes, so it is a national app rather than a UP one; check in the app which services it offers for Uttar Pradesh. See our app guide.
UP RTO offices: Noida, Aligarh and the rest
Many searches are for a particular office, such as rto noida, rto aligarh or simply up rto and uttar pradesh rto. An RTO (Regional Transport Office) is where your vehicle record sits and where you go for verification, inspection or appointments after an online application.
We do not list addresses, timings or helpline numbers for UP offices, because we could not verify them from an official source. Use the UP Transport Department website for office details and any helpline. Take your printed receipt, application number and original documents when you go.
Searches for UP parivahan nigam, uttar pradesh parivahan nigam or UP parivahan bus are often about state bus services and tickets. Those are separate from the licence and registration work explained here.
