Vahan tax is the everyday name for motor vehicle road tax and related state charges that are now collected through Vahan, the national vehicle registration software built by NIC (National Informatics Centre). This website, Parivahan Sewa India, is run independently and is not the government Parivahan portal; tax is paid only on the official Vahan or Vahan Check Post sites, or at the RTO (Regional Transport Office), and we never collect payments.
Road tax itself is a state levy, so the rate for your car depends on the state, the vehicle type and its price. What is common across states is the way you pay it online, the checkpost system for vehicles crossing a state border, and the national permit rules for tourist vehicles. Tax, permit and checkpost details on this page describe the position as of October 2026, and later changes we verify go into the status panel heading the page.
What vahan tax covers
Each state has its own Motor Vehicles Taxation Act, and that Act fixes the rate. For a new vehicle registered at the dealer point, the dealer pays the registration fee and taxes online in Vahan during vehicle registration. In Uttar Pradesh, for example, new non-transport vehicles pay a one-time tax. When you see parivahan tax, tax parivahan or parivahan road tax in a search, people mean the same thing: the state tax shown and collected in Vahan.
Three other charges also sit under the same heading:
- Checkpost or border tax: tax for a vehicle registered in one state that enters another state, for example a tourist or stage carriage vehicle.
- Permit fees: paid by commercial vehicles for the right to operate, such as a national permit for goods vehicles or a tourist permit.
- Balance fee or fine: Vahan lists a separate "Pay Balance Fee/Fine" service for amounts still owed.
Paying road tax online through Vahan
Pay MV Tax is one of the services in the Uttarakhand list of Vahan citizen services, and Puducherry lists road tax for transport vehicles among its Vahan 4.0 services. In practice you open the Vahan citizen services site, pick your registration state, open the tax service and confirm ownership using chassis details plus a one-time password (OTP) texted to the phone recorded for that registration. Vahan then shows the amount due, you pay through the payment gateway, and you print the receipt. That general flow comes from the Khagaria district guide, and screen names can differ in your state. Tax payment is one of the services that, in the Khagaria district guide, does not need a later RTO visit.
People search parivahan gov in road tax online payment because the Parivahan home page links to this service under its vehicle related services. For a full screen-by-screen explanation of Vahan, read our Vahan 4.0 guide.
When a tax payment is stuck
A payment goes from Vahan to a gateway to your bank, so it can show as pending. The Khagaria guide says to wait the stipulated period (1 to 2 hours, varies by state) and use the pending transaction check on Vahan before trying again. If the bank shows a debit but no receipt, keep the bank reference. A Pune case from May 2026 shows why: owners there found challans paid through Vahan still showing as pending after receipt generation failed, and the RTO told them to hold on to their bank records and payment reference numbers while it took the issue up with NIC.
Parivahan checkpost tax through Vahan Check Post
Vahan checkpost (also typed as parivahan checkpost or checkpost parivahan) is the online border tax system. Its address is vahan.parivahan.gov.in/checkpost. Bihar Transport's guide gives these steps, with menu labels as of 2024:
- Open Border Tax Payment and then Tax Payment.
- Choose the Visiting State, meaning the state you are entering.
- Choose the service, for example stage carriage or tourist permit.
- Enter the vehicle number and click Get Details.
- Click Calculate Tax, then Pay Tax, then Confirm.
- Save the tax token receipt the portal issues and keep it with you on the trip.
Odisha Transport describes the same path from the main Parivahan website: Online Services, then Check Post Tax, then Border Tax Payment, then Pay Tax. Screen names on the checkpost site do get renamed, so trust what you see there.
The idea is older than Vahan 4.0. Uttar Pradesh and NIC built the first online checkpost tax system in 2012. It worked out tax from the vehicle details, took net banking and gave a printable receipt that officials at the check post could verify.
Can you pay mparivahan tax in the app?
Searches for mparivahan tax, mparivahan road tax and mparivahan tax payment are common. The features listed for the NextGen mParivahan app by NIC cover vehicle search, DL search, virtual RC and DL with QR codes, reporting offences, notifications and RTO locations. Road tax or checkpost payment was not in the feature list we could confirm. Until you see it inside the app, pay through the Vahan or Vahan Check Post websites. Our mParivahan guide covers what the app does well, such as carrying a virtual RC.
Parivahan permit types: national permit and tourist permit
A permit is the licence for a commercial vehicle to carry goods or passengers. Two national schemes matter most.
Vahan national permit for goods vehicles
The New National Permit System took effect on 8 May 2010, and electronic permits began on 15 September 2010. A goods transporter pays one consolidated fee, which is then shared out among the states, instead of paying each state separately. The often-quoted authorisation fee amount could not be confirmed from an official source, so check the figure Vahan shows. Third-party guides list "National Permit authorisation" among the services on the official Parivahan site; use whichever permit option the live menu shows.
All India Tourist Permit (AITP)
The All India Tourist Vehicles (Permit) Rules, 2023, notified as G.S.R. 302(E) dated 18 April 2023, came into force on 1 May 2023. You apply online on the portal in Form 1, and the permit is issued electronically in Form 2. The permit is valid throughout India for 90 days or multiples of 90 days, up to five years at a time.
AITP permit fee table
The AITP fee under the 2023 Rules depends on passenger capacity, not counting the driver. These amounts are as of October 2026.
| Passenger capacity (excluding driver) | Annual fee | Quarterly fee |
|---|---|---|
| Less than five | Rs 20,000 | Rs 6,000 |
| Five or more but less than ten | Rs 30,000 | Rs 9,000 |
| Ten or more but less than twenty-three | Rs 80,000 | Rs 24,000 |
| Twenty-three or more | Rs 3,00,000 | Rs 90,000 |
Other AITP conditions
- Battery operated vehicles and vehicles running on methanol or ethanol get the permit without a permit fee.
- If the authority does not decide an application within 7 days, the permit is deemed granted.
- No permit is granted to a vehicle that has completed 12 years from registration, or 10 years for a Delhi-registered diesel vehicle.
- A proposed amendment, G.S.R. 630(E) dated 12 September 2025, proposed changes including a longer age limit. It is a draft proposal, and its final status is unknown to us.
Supreme Court ruling on border tax for tourist vehicles
AITP operators argued that states should not charge border tax or authorisation fees on vehicles that already hold an all India permit. In Muthyala Sunil Kumar v. Union of India (2024), the Supreme Court declined to strike down such state demands, because the state laws that impose them had not themselves been challenged. The petitioners were told to approach their High Courts. In plain terms, the ruling did not stop states from demanding border tax from AITP vehicles, and the question was left to the High Courts. Check with the transport department or a lawyer for your case.
UP road tax revision
Uttar Pradesh revised its motor vehicle tax rates by notification No. 7/2025/403/XXX-4-2025-8(19)-2009TC dated 21 April 2025. A secondary summary of that notification says the one-time tax on new non-transport vehicles now ranges from 7% to 11% depending on the vehicle type and cost. The state also passed the Uttar Pradesh Motor Vehicles Taxation (Amendment) Act, 2025 (Act No. 10 of 2025). We could not read the official slab table, so the exact rate for your vehicle should be taken from the amount Vahan shows when you pay, or from the UP Transport Department. Searches for up road tax, up vahan tax or up rto tax online lead to the same Vahan service; see our UP Parivahan guide for other UP services.
Keeping tax records straight
Your tax status travels with the vehicle record. According to third-party guides, a Vahan vehicle search shows MV tax validity along with insurance and PUC, which is useful before you buy a used vehicle; see vehicle details. Keep every tax receipt and border tax token, either printed or as a PDF on your phone. Section 47 says that once a vehicle has stayed in a different state beyond twelve months, it must take that state's registration mark, while a BH series vehicle does not need re-registration and pays tax in two-year blocks. For pollution papers, see the PUC certificate guide.
Questions people ask
Is road tax the same in every state?
No. Road tax is a state levy under each state's own Motor Vehicles Taxation Act. Rates change with the state, the vehicle type and its price, so the amount you pay depends on your state's rules.
Where do I pay border tax when entering another state?
On the Vahan Check Post portal (vahan.parivahan.gov.in/checkpost). You choose the state you are visiting and the service, get the vehicle details, calculate the tax and pay. Keep the tax token receipt in the vehicle.
What does an All India Tourist Permit cost?
Under the AITP Rules 2023 the annual fee is Rs 20,000 for vehicles with fewer than five passenger seats, Rs 30,000 for five to nine, Rs 80,000 for ten to twenty-two, and Rs 3,00,000 for twenty-three or more. Quarterly fees are also set. Battery, methanol and ethanol vehicles pay no permit fee.
Do AITP vehicles still pay state border tax?
They may. In 2024 the Supreme Court declined to strike down state demands because the state laws were not challenged, and sent petitioners to their High Courts. The position can differ by state.
Vahan shows my tax payment as pending. Do I need to pay a second time?
Hold off for now. Give it the stipulated period (1 to 2 hours, varies by state) and use the pending transaction check on Vahan. Pay again only if Vahan confirms the earlier payment failed, and keep your bank reference.
What is the new UP road tax rate?
A summary of the April 2025 UP notification puts the one-time tax on new private vehicles at 7% to 11% depending on type and cost. The official slab table was not available to us, so rely on the amount Vahan calculates.
