Vahan 4.0: Citizen Services, Login and How to Start a Service

What Vahan 4.0 is

Vahan is the national application for vehicle registration. A Haryana district site calls it "a highly flexible and comprehensive system" that digitises RTO workflows across registration, fitness, taxes, permits and enforcement. RTO means Regional Transport Office, the office that registers your vehicle.

Vahan 4.0 is the web-based version. The Puducherry transport department says MoRTH introduced it across over 1100 Road Transport Offices, customised for 36 States and UTs. Because it is customised by state, taxes and some charges differ from state to state, and the data feeds a State Register and a National Register. When people search for vahan nic or vahan nic in, they are looking for this system: NIC (National Informatics Centre) standardised and deployed it.

Vahan also has specialist modules. AFMS manages fitness testing, VScrap manages vehicle scrapping, and separate pages handle border tax, PUC and fancy numbers.

Searches such as vahan parivahan, vahan portal, e vahan, vahan4, vahan sewa, vahan website or vahan parivahan gov in all lead to one place. The citizen services home page used by state transport sites is vahan.parivahan.gov.in/vahanservice, titled VAHAN 4.0 (Citizen Services). Third-party guides report that you can also reach it from the Parivahan home page via Vehicle Related Services and a state dropdown. If you see words like vahan beta or vahan 4.0 beta in a search result, check that the address still ends in parivahan.gov.in before typing anything.

Vahan citizen login and vahan 4.0 login

There are two ways in. The Khagaria district office describes services that start without a password: you enter the registration number, then the chassis number and mobile number, and confirm with an OTP. A third-party guide reports that account login uses the mobile number as user ID with a password and captcha. Use whichever the screen offers for your service.

Vahan dealer login

Dealers have their own access. Under dealer point registration, the dealer's staff create the new registration entry from the vehicle's Homologation portal data, attach the documents and clear the fee and taxes online; the RTO then checks and approves it. See vehicle registration for that process.

Vahan 4.0 citizen services list

Uttarakhand Transport lists these Vahan citizen services. Your state may show more or fewer.

Jharkhand's list adds temporary registration, cancellation of registration, reassignment of registration number, NOC cancellation, online check post, fancy number and online PUC. Puducherry adds permits and road tax for transport vehicles. Hypothecation means a loan entry recorded on the RC in favour of a bank or financier.

How to start a service on Vahan 4.0

A Bihar district transport office (Khagaria) describes the general flow for citizen services:

1. Open the Vahan citizen services page and enter your registration number, then click Proceed.
2. Choose the service you need under Online Services.
3. Enter the chassis number and mobile number, then the OTP, and click Show details.
4. Fill the form for that service.
5. Click Submit, then Confirm and Make Payment.
6. Print the receipt once the payment succeeds.
7. Book an appointment if the service needs one.
8. Visit the RTO with documents, unless the service is tax payment or RC particulars.

Note the application number shown after submission. You need it later to track progress on Vahan application status.

Services that end with a printed form and an RTO check

For several jobs, Vahan gives you a form to download along with the receipt. Odisha Transport describes two common cases.

Hypothecation

Termination (closing a loan entry) creates Form-35, and Odisha shows the fee as zero. Addition creates Form-34 after you enter the hypothecation type, financier name, start date and financier address. In both cases you download the receipt and form and take them to the RTO for verification.

Duplicate RC

You pick a reason. Lost or Theft needs FIR details, Torn needs no FIR, and Other needs a written reason. Then Save as Draft, Make Payment, download the receipt and Form-26, and visit the RTO. For a digital copy of a valid RC instead, read RC download.

Fitness, scrapping, border tax and other Vahan modules

Some vehicle jobs sit in separate Vahan modules rather than the main citizen page:

• AFMS at vahan.parivahan.gov.in/AFMS handles renewing fitness certificates at Automated Testing Stations (ATS). Since the Central Motor Vehicles (Eighth Amendment) Rules, 2022, fitness testing is meant to happen only at a registered testing station, with phase-in dates that have been extended.
• VScrap handles the digital workflow for vehicle scrapping.
• Check Post at the Vahan Check Post page collects border tax when a vehicle goes into another state. See road tax and permits.

When a Vahan payment fails or hangs

A Vahan payment travels from Vahan to a payment gateway to your bank and back. If any link is slow, the transaction can sit as pending even though the bank has taken the money.

• Payment failed outright: the Khagaria guidance is simply to apply again.
• Money debited, no receipt: avoid a second payment for now. Give it the waiting time the Khagaria office suggests, 1 to 2 hours (states differ), and then try Check Pending under the Status menu.
• Still stuck: hold on to the bank transaction details and payment reference. Back-end faults do occur; a Pune case from May 2026 is described on our status guide.

Keep your mobile number updated on Vahan

The Vahan steps described by state transport sites send an OTP to the mobile number in your vehicle record, so an outdated number can stop you from starting a service. The Update Mobile No. service exists for this reason.

A news report from October 2025 says MoRTH asked vehicle owners and people holding a licence to link or update their numbers with Aadhaar verification, so that they receive notices about challans, fines and renewals. Andaman and Nicobar authorities likewise asked owners to update Aadhaar-authenticated numbers in Vahan to receive PUCC reminders, insurance renewal messages, e-Challan notices and tax default alerts. The exact menu label for the Aadhaar route was reported by news sites and may differ on screen.
