A parivahan fancy number is a preferred registration number, such as 0001 or 9999, that you win in an online e-auction or book as a choice number on the centralised fancy number portal of the Union road transport ministry (MoRTH), in the states that use it. We run an independent information site that has no connection with the government Parivahan portal; bidding, payment and allotment take place only on the official fancy number site or at your RTO (Regional Transport Office), never through this page.
The rules that matter most, such as fees, reserve prices, auction days and refunds, are set by each state under its own Motor Vehicles Rules. That is why this guide uses two official examples, Bihar and Haryana, instead of one national price list. States revise these prices often, and revisions we have verified appear in the status box shown above.
What the parivahan fancy number portal is
People search for it as fancy parivahan, parivahan sewa fancy number, fancy parivahan gov in or vahan parivahan fancy number. The address usually cited is fancy.parivahan.gov.in. According to a 2023 news report, Haryana's amended rules require preferential and choice numbers for private vehicles to be obtained by online e-auction on that portal, and Haryana stopped manual auctions at its SDM-cum-registering authorities. We could not open the portal ourselves. Bihar's bidder manual gives an older address, vahan.parivahan.gov.in/fancy, which appears to be an earlier path of the same national module.
Punjab also e-auctions choice numbers through the MoRTH central portal, according to a news report from Ludhiana. None of the material we found gives an official list of states that use the module. Use by Delhi and Uttar Pradesh, among others, was not confirmed from official pages, so check with your state transport department before you rely on the national site.
How fancy number booking and e-auction work
The steps below follow the Bihar manual and Haryana rules. Menu names on the portal, such as user registration or search options, could not be confirmed, so follow the on-screen options.
- Register as a bidder. In Bihar this gives you a Unique Acknowledgement Number (UAN), and each vehicle needs its own registration and UAN.
- Pay the application or registration fee. In Bihar a separate fee applies for each fancy number you apply for; Haryana charges an application fee per mark and also takes bid security.
- If more than one person wants the same number, bid during the bidding window. In Bihar and Haryana, bids rise in multiples of Rs 1,000.
- Check the result. Bihar publishes results on the website and tells the highest bidder (H1) by SMS and email; Haryana gives results within 24 hours of bidding closing.
- Pay the balance within the deadline your state sets.
- Register your vehicle with the won number before it lapses.
A choice number is an ordinary unassigned number you prefer. In Bihar it is allotted first come, first served for an extra fee without any auction. In Haryana a choice mark has no minimum bidder count and can go to the highest bidder after one cycle.
Bihar example: categories and base prices
Bihar's Transport Department bidder manual (uploaded 2024) charges a non-refundable e-auction registration fee of Rs 1,000 for each fancy number applied for. Base prices depend on the category of number and on whether the vehicle is non-transport (private) or transport (commercial).
| Category | Example numbers | Non-transport | Transport |
|---|---|---|---|
| 1 | 0001, 0003, 0005, 0007, 0009 | Rs 1,00,000 | Rs 35,000 |
| 2 | 0002, 0011, 9999 | Rs 75,000 | Rs 25,000 |
| 3 | 1100, 0234, 1234 | Rs 50,000 | Rs 20,000 |
| 4 | 0120, 1221 | Rs 25,000 | Rs 15,000 |
| 5 (choice number, no auction) | Any other preferred number | Rs 15,000 | Rs 10,000 |
Bihar auction timing
- Registration window: 10:00 AM on day 1 to midnight on day 3.
- Bidding: from after midnight on day 3 until 5:00 PM on day 5.
- A bid in the last 5 minutes before 5:00 PM extends bidding on that number by 30 minutes, repeatedly, but not beyond 5:30 PM.
- If only one person applies for a number, that person gets it.
Haryana example: reserve prices and weekly cycle
Haryana's rules come from the Haryana Motor Vehicles (Fifth Amendment) Rules, 2022, dated 23 November 2022, which amend the Haryana Motor Vehicles Rules, 1993.
| Registration mark | Reserve price |
|---|---|
| 0001 | Rs 5,00,000 |
| 0002, 0007, 0009 | Rs 1,50,000 |
| 0003, 0004, 0005, 0006, 0008 | Rs 1,00,000 |
| 0010, 0011, 0022, 0033, 0044, 0055, 0066, 0077, 0088, 0099, 0100, 0786 | Rs 75,000 |
| Other listed preferential marks | Rs 50,000 |
| Choice mark (any unassigned non-preferential number) | Rs 20,000 |
- Application fee: Rs 1,000 for preferential marks with a reserve price of Rs 50,000 or more, and Rs 500 for others.
- Bid security: 20% of the reserve price for each preferential mark you bid on.
- Weekly cycle: Friday 1200 hours to Thursday 1700 hours, with bidding from Monday 0900 hours to Wednesday 1700 hours.
- A preferential mark needs at least three bidders.
- The balance is due within five calendar days after the cycle ends, or the auction is cancelled and the bid security is forfeited.
- The assignment letter follows within seven calendar days of full payment.
Refunds: what you get back and what you lose
Refund rules depend entirely on the state, and we found no confirmed general refund rule for the national portal.
- Haryana: unsuccessful bidders get their bid security back within fifteen calendar days of the cycle ending. The application fee is not refunded unless the e-auction is not held or is cancelled. No interest is paid on fees or bid security.
- Bihar: the Rs 1,000 registration fee is non-refundable. If H1 does not pay within seven days of bid closure, the allotment is cancelled. If the vehicle is not presented within 90 days, the amount is forfeited and the number may pass to the H-2 bidder.
If a payment shows as debited but the result or receipt does not update, keep your bank reference and ask your RTO or district transport office before paying again.
Validity of a won or booked number
| State | Rule |
|---|---|
| Bihar | Auctioned number: register the vehicle within 90 days of the e-auction, or the number becomes invalid. Choice number: use within 30 days. Numbers cannot be transferred and are valid only for the bidder's own vehicle. |
| Haryana | Assign the won mark to an eligible vehicle within ninety days, or the allotment is cancelled automatically with no refund. The rules also let a holder keep a mark in their own name without a vehicle for up to 180 days; ask the registering authority which limit applies to your case. Changing or transferring a mark costs Rs 2,000. |
Plan the timing before you bid. If your vehicle delivery is uncertain, a number that lapses after 90 days can cost you the amount paid, since both states forfeit it or give no refund. Once the number is attached, the rest of the process is normal vehicle registration, and you can later confirm it on your RC status.
Fancy number list with price in other states
Searches like parivahan fancy number list, parivahan fancy number list with price or parivahan fancy number up ask for a single national price chart, but there is none. Each state notifies its own reserve prices and revises them. A few figures from news reports:
- Punjab (Ludhiana): reserve price Rs 2.5 lakh for 0001, Rs 25,000 for 0002 to 0009 and Rs 12,500 for 0010 to 0099. Choice numbers outside the list cost Rs 5,000 within the district and Rs 10,000 outside it.
- Maharashtra (Nagpur): 0001 for cars was reported at Rs 6 lakh, up from Rs 4 lakh, with fees revised from 1 September 2024. The same report called this "doubled", which does not match the figures.
- Chandigarh: an audit found Rs 67 lakh unrecovered from bidders for FY 2022-23, and the registering authority proposed that unclaimed numbers be surrendered after one month.
Fee lists for Uttar Pradesh and Delhi that circulate on private sites could not be checked against official notifications, so we do not repeat them. For UP, also see UP Parivahan.
Availability checks and fancy number login
A parivahan fancy number availability check, or a fancy parivahan search by number, is done on the official fancy number site; the exact search options could not be confirmed. A fancy number login is the bidder account you create in the first step. Since we could not load the portal, the screen names are not confirmed here and may change, so follow the on-screen options.
Fancy no parivahan bookings run only on the official domain. Be careful with agents who promise a VIP number for a fixed fee: in an auction no one can promise the result, and every rupee you pay should show on an official receipt. For the wider set of Parivahan services, start from the home page or the Vahan 4.0 guide.
Questions people ask
What is the official parivahan fancy number site?
The national module is usually cited at fancy.parivahan.gov.in, the portal a news report on Haryana's rules names for e-auctions. Bihar's bidder manual gives an older address, vahan.parivahan.gov.in/fancy, which appears to be an earlier path of the same module. Check with your state transport department that your state uses it.
How much does 0001 cost?
It depends on the state and is a starting price, not a final price. Haryana's reserve price for 0001 is Rs 5,00,000. In Bihar, 0001 is in category 1 with a base price of Rs 1,00,000 for private vehicles and Rs 35,000 for transport vehicles.
Is the application fee refunded if I lose the auction?
Usually not. Bihar's Rs 1,000 fee is non-refundable. In Haryana the application fee is refunded only if the auction is not held or is cancelled, while the bid security comes back within fifteen calendar days.
How long do I have to use a fancy number?
Bihar requires the vehicle to be presented for registration within 90 days of the e-auction, and Haryana requires a won mark to be assigned to an eligible vehicle within ninety days. A Bihar choice number must be used within 30 days. Haryana's rules also mention holding a mark without a vehicle for up to 180 days, so confirm with the registering authority.
Can I transfer a fancy number to another vehicle?
In Bihar, no: the number is valid only for the bidder's own vehicle. Haryana allows changing or transferring a mark for Rs 2,000 under its rules.
What is the difference between a fancy number and a choice number?
A fancy or preferential number is on the state's list of popular numbers and usually goes to auction. A choice number is any other unassigned number you prefer. Bihar allots it first come, first served for an extra fee, and Haryana sets a Rs 20,000 reserve price.
