A parivahan rc download gives you an electronic copy of your registration certificate (RC), the document that proves your vehicle is registered with the transport department. You can hold that copy in DigiLocker, the government document wallet, or as a virtual RC in the NextGen mParivahan app, and the road transport ministry (MoRTH) has told states to accept both. Whether you call it an rc book download or an rc card download for MP or something else, searches like rc download for Rajasthan and Bihar and Assam and AP all lead to the same route.
Parivahan Sewa India is a privately run, independent explainer with no tie to the government system, so the real download, any fee and any duplicate RC request happen only through the official portals and apps we link. Where a rule or fee has moved recently, our status panel up top lists what we have confirmed so far.
Smart card RC or digital RC: which one do you have
CMVR Rule 81, the central fee schedule, charges Rs 200 extra for a smart card type RC, known as Form 23A, and states add their own service charge. Puducherry's published example for a private car is Rs 600 registration plus Rs 200 smart card plus Rs 170 service charge, Rs 970 in all, and Rs 670 for a motorcycle. Other states' charges differ.
A digital RC is not a separate certificate. It is the same registration record, pulled from the national register into DigiLocker or mParivahan and shown with a secure QR code. You do not apply for it and there is no RTO visit. If the smart card is late in the post, damaged or left at home, the digital RC lets you carry proof on your phone.
Is a downloaded RC legally valid
Yes, when it comes from the right source. The key steps, in order:
| Rule or advisory | What it did |
|---|---|
| Digital Locker rules, Rule 9A (GSR 111(E), 8 February 2017) | Documents issued through DigiLocker are deemed at par with the original physical documents |
| MoRTH advisory RT-11036/64/2017-MVL, 8 August 2018 | Asked states and UTs to honour RC, driving licence and other documents shown in DigiLocker or mParivahan, as legally recognised under the IT Act, 2000 |
| GSR 1081(E), 2 November 2018 | Changed CMVR Rule 139 so that drivers may show certificates on paper or electronically |
| Amended CMVR rules from 1 October 2020 | Once an officer validates a document electronically, the physical copy cannot be demanded |
The important word is issued. A photo of your RC saved in your gallery, or a scanned PDF uploaded by you, is not the same as an RC fetched from MoRTH records with a QR code. If you do not have the virtual RC with the QR code, or its validity is not updated in the app, carry the paper or smart card RC.
Parivahan RC download through DigiLocker
DigiLocker is a service of the Ministry of Electronics and IT (MeitY) under Digital India. Signing up needs your Aadhaar number plus a one-time code delivered to the Aadhaar-linked phone. One third-party walkthrough lists these steps for fetching an RC; DigiLocker renames buttons now and then, so trust the wording you actually see.
- Sign in to DigiLocker on the website or app.
- Open Issued Documents and tap Get More Issued Documents.
- Search for MoRTH (it appears under the ministry's full name) and choose Registration of Vehicles.
- Enter the registration number and the chassis number details asked for.
- Tap Get Document. The RC then appears under Issued Documents.
This route works as an online rc download by vehicle number: you need only the registration number and chassis details, not an application number.
How many chassis characters DigiLocker asks for was not confirmed in our research, so type exactly what the form requests. If the record still cannot be found, ask your RTO to check the vehicle record.
mParivahan RC download as a virtual RC
The NextGen mParivahan app from the National Informatics Centre (NIC) lets an owner add the RC to the app's dashboard and keep it as a virtual RC with an encrypted QR code. Enforcement officers can scan that code and verify it offline. NIC also describes time-bound sharing of RC details from the app.
For an m parivahan rc download, a 2020 guide to the older app described a vehicle search, a mobile OTP login and an ownership check using chassis and engine number details; labels may differ in NextGen mParivahan. The full walk-through, with official store links and how to avoid copycat apps, is on our mParivahan guide.
Printing your RC and state-wise downloads
People search for an rc download in Rajasthan, UP, Bihar, Assam, Maharashtra, Delhi, Punjab, MP and other states, often expecting a separate state website. In practice the RC record sits in Vahan, which feeds a state register and the national register, and DigiLocker fetches the RC from MoRTH. So the download steps above are the same for every state on Vahan. A vehicle whose record has not yet been updated may not appear.
For a paper copy, use the download or print option DigiLocker shows, where available. Several sites promise a vahan rc download pdf; the safe source for that PDF is DigiLocker or the Vahan service itself, keeping in mind that the electronic version with the live QR code is the one that carries legal weight. Vahan also lists an RC Particulars service among its citizen services, and the Khagaria DTO puts it among the requests that close without an RTO visit. We could not confirm what that service produces, so do not count on it as a download. Reach it from Vahan citizen services. A printout is a convenience copy and is not a replacement for a duplicate RC. Parivahan Sewa India cannot do an rc download for you; we only explain the steps.
Duplicate RC: Form 26 and the fee rule
You need a duplicate when the original RC is lost, stolen, torn or damaged beyond use. The application is Form 26, the application for issue of a duplicate certificate of registration. Under Rule 81 (serial 5 onwards), a duplicate RC costs half the fee for issue of an RC for that vehicle class. As of October 2026 the base issue fees are:
| Vehicle class | RC issue fee (Rule 81 serial 4) | Duplicate RC |
|---|---|---|
| Motorcycle | Rs 300 | Half of this |
| Private light vehicle (car, auto, quadricycle) | Rs 600 | Half of this |
| The same classes used commercially | Rs 1,000 | Half of this |
| Heavy vehicle (goods or passengers) | Rs 1,500 | Half of this |
If you want the new RC as a smart card, the Rs 200 card charge and your state's service charge are added, with GST charged on top.
Steps on Vahan (as described by Odisha Transport)
- From the Parivahan home page go to online services, vehicle related services, and choose your state.
- Fill in the registration mark plus five chassis digits from the end, then confirm with the OTP that reaches the mobile on record.
- Pick the reason: Lost or Theft (FIR details needed), Torn (no FIR), or Other (write the reason).
- Use Save as Draft; after that the Make Payment button takes the fee.
- Download the receipt and Form 26, then visit the RTO with them.
Lost your RC? What to do, step by step
- If it was lost or stolen, get an FIR. In Odisha's description of the Vahan flow, the Lost or Theft option asks for FIR details.
- Fetch the digital RC at once. A DigiLocker or mParivahan RC can be shown to an officer while you wait for the duplicate.
- Check that the registered mobile number works. The Vahan OTP goes there. If it has changed, MoRTH has asked owners to fix it with Aadhaar-based verification (news report, October 2025).
- Apply for the duplicate on Vahan using the steps above and keep the receipt.
- Track it. The application number on the receipt is what you use on our RC status guide.
If a bank loan (hypothecation) is recorded on the RC, ask your RTO whether anything extra is needed in your case.
When the RC does not download
- Record not found in DigiLocker: check the registration number format and chassis characters. A new vehicle may not appear until its record is updated.
- Details wrong on the RC: the digital copy mirrors Vahan, so a wrong address or name has to be corrected through Vahan services such as change of address (Form 33).
- OTP not arriving: the registered mobile may be out of date. Vahan lists an Update Mobile No. service; our Vahan 4.0 guide walks through its service menu.
For anything about the first registration of a new vehicle, see vehicle registration, and the home page lists all our guides.
Questions people ask
Is an RC downloaded from DigiLocker valid for traffic police checks?
Yes. A 2018 MoRTH advisory told states to honour RCs held in those two apps, and Rule 139 now accepts electronic copies. It must be the RC fetched from MoRTH records with its QR code, not a photo or a self-uploaded scan.
Can I download my RC PDF from the Parivahan website?
The common route to a downloadable RC is DigiLocker, which fetches it from MoRTH records into your account. Vahan lists an RC Particulars service as well. A printed copy is only for convenience; the electronic copy with the QR code is the one with legal standing.
How much does a duplicate RC cost?
It costs half of the Rule 81 RC issue fee for your vehicle class, so half of Rs 300 for a motorcycle and half of Rs 600 for a private car. A smart card adds Rs 200, and states add service charges. GST is extra.
Do I need an FIR for a duplicate RC?
On Vahan, choosing Lost or Theft as the reason asks for FIR details. For a torn RC, no FIR is needed. Practice at your RTO may differ, so confirm before visiting.
Does the RC download process differ in Rajasthan, UP or Maharashtra?
Generally no. DigiLocker and mParivahan pull the RC from national records, so the steps should be the same in every state on Vahan. State service charges and RTO practice for a duplicate RC can differ.
How do I get a smart card RC?
Rule 81 provides for a smart card type RC (Form 23A) at Rs 200 over the base fee, and states add service charges. Ask your RTO whether it issues the smart card by default or on request, for example with a duplicate RC.
